Updated November 1, 2026, using the available official announcements.
Binance withdrawals are being restored under a phased plan, with the November 1 announcement specifying 06:00-09:00 UTC for the first group. That announcement does not establish that every token, network and account can already withdraw. Availability needs to be checked for the particular asset-and-network combination.
The same update puts replenishment of affected assets at approximately 95%, according to Binance. This is not a claim that investigators recovered 95% of the stolen funds, or proof that every withdrawal route works. Asset backing, recovery from attackers and functioning transfers are separate questions.
Binance withdrawals: what phase one actually announces
In official recovery update number 4, published at 04:08 on November 1, Binance describes progressively restoring withdrawals after security and operational-readiness checks. Its stated launch window is 06:00-09:00 UTC; this is a company timetable, not evidence of a transfer tested by CryptoRoad.
The initial group covers multiple networks rather than a single switch for all assets. The table below contains selected examples, not the complete list or a live status monitor. A user still needs confirmation for the relevant account and route before treating an announced service as available.
| Announced network | Included assets | How to read it |
|---|---|---|
| BTC | BTC | Included in the announced first phase |
| ETH | ETH, USDT, USDC | Does not establish availability on other chains |
| SOL | SOL, USDT, USDC | The destination must support this network |
| BASE | ETH, USDC | Do not extend the list to other tokens |
Why the token and network must be checked together
USDT appearing in a release does not mean every USDT route is included. The notice separates networks from assets, while the recipient must support the exact transfer being selected. An identical ticker does not establish compatibility between addresses, infrastructure and crediting requirements at the destination.
Binance directs users to the withdrawal page for their selected asset and network, or to its network-status page. It also warns of possible delays during the initial rollout. A request being processed by the platform should not be confused with a transaction already confirmed on the relevant blockchain.
Selecting a different network simply because it appears open is not a safe workaround for a suspended route. Destination compatibility and any required memo must be established first. Our explanation of custodial and non-custodial wallets explains why an intermediary’s balance and control of private keys remain different things.
Replenishing 95% is not recovering 95%
The latest notice says Binance is continuing to purchase the missing assets through market and OTC channels. According to the company, the outstanding approximately 5% consists of less liquid tokens outside the ten identified as fully backed. These are the exchange’s statements, not the outcome of an audit performed by CryptoRoad.
The October 31 update reported 90% and identified corporate resources, partial SAFU deployment and part of the futures insurance fund. Those measures describe replacing missing backing. They do not demonstrate that the particular tokens removed by the attackers have been returned to the exchange’s control.
Freezing assets at an address is another separate event. It may restrict movement, but returning them can involve further technical and legal steps. For that reason, purchased replacement assets, money set aside and frozen balances should not be added together as independent measures of funds already returned to users.
A reserves snapshot is not the completed proof
The October 31 announcement described a reserves snapshot taken at 00:00 UTC that day and estimated November 3 for the full zero-knowledge proof. It cited roughly 40-50 hours of computation. An estimated delivery date does not establish that the proof has already been generated or that an individual user has verified it.
The latest update repeats Binance’s full-backing claim for BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC. That list is not automatically the list of available withdrawal routes. Declared backing for an asset does not establish immediate execution on every supported network or make an account-specific restriction impossible.
Our explanation of proof of reserves, including stablecoin examples separates documented evidence from the limits of verification. A cryptographic proof relating to a snapshot is not, on its own, a complete assessment of every obligation, future liquidity requirement or security control at the exchange.
What still needs to be checked after the notice
The announcement says deposits remain open, but deposits and withdrawals are separate services. Being able to credit an asset does not prove it can immediately leave through the same route. Sending additional funds is not necessary to verify a news report; checking information should remain separate from making a new decision about one’s money.
The useful next observations are actual availability for each asset-and-network pair, successful processing of requests and further updates on assets still being replenished. Binance also promises a post-incident report after its investigation. Bringing a service back does not mean that a complete technical account of the breach has already been published.
To check Binance withdrawals, reach the official website or application directly rather than following reimbursement forms sent through private messages. Legitimate support does not require a seed phrase or private key. This article recommends no deposit, purchase or alternative venue: it explains how to interpret an evolving service announcement without treating a company commitment as independent assurance.
